In order to further optimize the city's cross-border e-commerce development environment and promote the rapid and healthy development of cross-border e-commerce in our city, the following measures are formulated based on actual conditions.
1. Overall requirements
Adhere to the main line of deepening supply-side structural reform, focus on systems, management, services, and innovation, conscientiously implement the national and provincial deployment requirements for the development of cross-border e-commerce, make full use of both international and domestic markets and resources, and establish Improve the infrastructure and operation guarantee system necessary for the development of the cross-border e-commerce industry, strive to create a cross-border e-commerce work promotion mechanism, industrial development system, and policy support environment that are in line with our city's actual conditions, and attract cross-border e-commerce display, operation, and customer service , logistics, finance, sales and other industries agglomerate to promote the city's cross-border e-commerce industry to expand as quickly as possible and improve efficiency, gradually forming a new development pattern with mature industrial foundation, complete industrial supporting facilities, simultaneous development of multiple models, and integration of online and offline .
2. Deepen the construction of national cross-border e-commerce retail import pilot projects
(1) Accelerate the construction of the Qinhuangdao Comprehensive Bonded Zone. Actively introduce e-commerce companies, and gather supporting enterprises such as logistics, express delivery, platforms, traders, agents, etc. to create a full industry chain and ecosystem for cross-border e-commerce. Make full use of the policy advantages of the Comprehensive Bonded Zone in taxation, customs supervision, and other aspects to achieve interactive and joint development with other counties and districts, Qinhuangdao Port and Shanhaiguan Port. Deepen the trade facilitation reform of "liberalizing the first line" and "safe and efficient control of the second line", provide all-market factor services for enterprises in the zone, and quickly improve the comprehensive development level of the comprehensive bonded zone. (2) Promote the development of cross-border e-commerce retail import business. Make full use of our city's policy advantages in opening the 1210 business, optimize the commodity entry process, and support cross-border e-commerce companies in the comprehensive bonded zone to become bigger and stronger. Actively introduce domestic and internationally renowned cross-border e-commerce companies with strong radiating and driving capabilities and great industry influence. Financial support will be provided to cross-border e-commerce enterprises that carry out 1210 business and have a year-on-year increase in import scale of not less than 5% (new business enterprises during the declaration period are not subject to growth rate restrictions), of which the annual import volume is between US$30 and 10 million (inclusive). 1% financial support; 1.1% financial support for annual imports of US$10-30 million (inclusive); 1.2% financial support for annual imports of US$30-50 million (inclusive). For key cross-border e-commerce projects with an expected annual import volume of more than 50 million US dollars, reward support matters can be negotiated on a "one-case-one-discussion" basis. 3. Accelerate the cultivation and expansion of diversified market entities
(3) Actively introduce e-commerce platform companies. Attract well-known e-commerce platform companies with strong radiating and driving capabilities and great industry influence to set up regional and functional headquarters in our city. Support the platform to carry out targeted investment promotion, strengthen docking with industrial clusters in the province, give full play to the core role of the platform, and drive manufacturers, traders, service providers, and payment and logistics companies to accelerate the development and improve the cross-border e-commerce ecosystem. Encourage qualified counties and districts, Qinhuangdao Development Zone and Beidaihe New District to provide financial and other forms of support to the introduction of leading enterprises on well-known cross-border e-commerce platforms. (4) Vigorously support cross-border e-commerce enterprises. Continue to cultivate cross-border e-commerce enterprises, continuously expand business scope, broaden business channels, and promote faster and higher-quality development. Cross-border e-commerce companies that carry out 9610, 9710, and 9810 businesses with an annual import and export volume of more than 300,000 US dollars (inclusive) and a year-on-year growth in business scale of not less than 5% (new business enterprises during the declaration period are not subject to growth rate restrictions) will be given A reward of 1% of the annual import and export volume, and the annual reward fund for a single enterprise shall not exceed 5 million yuan. For cross-border e-commerce companies carrying out 1210, 9610, 9710, and 9810 businesses, if the annual import and export volume reaches 1 million US dollars for the first time, a financial reward of 100,000 yuan will be given; in the following year, the annual import and export volume will not be less than 1 million US dollars. E-commerce companies will be given another 100,000 yuan in financial incentives. (5) Further expand the scale of export entities. Support traditional foreign trade, manufacturing, and circulation companies to use cross-border e-commerce platforms to achieve digital transformation. Support professional wholesale markets to give full play to the online commodity collection, distribution, and display functions of physical markets, and transform and upgrade towards the direction of online and offline interaction and integration of domestic and foreign trade. Support our city's time-honored brands and other unique products to go abroad through cross-border e-commerce. Encourage university graduates, entrepreneurial youth, and self-employed individuals to actively participate in cross-border e-commerce entrepreneurship. (6) Support the construction of cross-border e-commerce O20 offline experience stores (exhibition centers). Support the establishment of cross-border e-commerce O20 offline experience stores (exhibition centers) within the jurisdiction of Qinhuangdao Municipality. For O20 offline experience stores that have been officially operated for more than one year, are newly built, and have a cumulative business area of no less than 200 square meters, the operating entity will be given a financial reward of no more than 100,000 yuan per year for three consecutive years. 4. Promote the development of cross-border e-commerce industry clusters and innovative development
(7) Encourage the construction of cross-border e-commerce parks. Fully combine the city's industrial characteristics and development priorities to encourage counties, Qinhuangdao Development Zone, and Beidaihe New Area to introduce service-oriented enterprises such as customs declaration and clearance, payment and settlement, tax insurance, software development, and big data analysis to build cross-border e-commerce industrial parks. The cross-border e-commerce industrial park has an operating area of more than 4,000 square meters (inclusive), has supporting service facilities required for the operation of cross-border e-commerce enterprises and one-stop cross-border e-commerce comprehensive service functions, and has settled in 20 cross-border e-commerce enterprises. If the annual import and export volume of cross-border e-commerce reaches 1 billion yuan, based on the provincial award, our city will grant a one-time reward of 500,000 yuan based on the enterprise's application and verification; for the cross-border e-commerce industry If the number of e-commerce companies settled in the park reaches more than 10 and the annual import and export volume reaches more than 500 million yuan, after the company applies and is recognized, the city will grant a one-time reward of 300,000 yuan on the basis of provincial awards. (8) Vigorously promote the transformation and upgrading of foreign trade. Innovate the "Internet + industrial cluster" marketing model, support cross-border e-commerce enterprises to connect with industrial clusters such as foreign trade transformation and upgrading bases, create high-quality cross-border e-commerce suppliers, and enhance international marketing capabilities. Encourage enterprises to use cross-border e-commerce to improve overseas marketing networks and after-sales service systems. Strengthen e-commerce cooperation with countries and regions along the "Belt and Road" and jointly create smooth, safe, and efficient cross-border e-commerce channels. 5. Improve the logistics support system
(9) Expand cross-border e-commerce channels. Strengthen cooperation with Beijing-Tianjin airports and seaports to create a three-dimensional regional cross-border channel for highway, railway, sea, and air. (10) Accelerate the introduction of smart logistics. Actively seek to connect with well-known domestic cloud center platforms, optimize intelligent loading, route optimization, and other modules, and promote the rapid transformation of the logistics industry towards standardization, informatization, and intelligence. Strengthen business docking with China Post, give full play to the advantages of postal logistics' wide coverage, strengthen terminal distribution capabilities, and build an intelligent cross-border logistics system that matches the trade pattern of Qinhuangdao City. (11) Promote the rational layout and construction of overseas warehouses. For self-use overseas warehouses invested, constructed, or operated by enterprises registered in our city, with an area of more than 3,000 square meters, and the enterprise's import and export volume to the country or region where it is located reaches more than 100 million yuan, our city will continue to provide provincial-level incentives. A one-time reward of 200,000 yuan will be given; for public overseas warehouses that serve more than 10 enterprises in our city and have an annual transaction volume of 100 million yuan, upon application and verification by the enterprise, our city will grant an additional 200,000 yuan in addition to the provincial award. 6. Strengthen policy support and guarantees
(12) Implement support policies. Implement value-added tax and consumption tax policies for cross-border e-commerce export goods. Strengthen business training, organize relevant departments, and use a combination of online and offline methods to interpret the latest support policies for cross-border e-commerce such as customs clearance, foreign exchange management, RMB settlement, export tax rebates, and credit insurance, and promote the implementation of preferential policies. The support funds involved in the support policy are borne separately in accordance with the current fiscal revenue system of the city and county. Specifically, the Municipal Foreign Affairs and Commerce Bureau, together with the Municipal Finance Bureau and the relevant county and district people's governments (management committees) will provide annual support funds based on the amount applied by the enterprise. After review and submission of opinions to the Municipal People's Government for review and approval, funds will be allocated in accordance with relevant regulations and procedures. Strengthen the main responsibilities of cross-border e-commerce in each county and district, strengthen horizontal linkage between departments, promptly study and solve key and difficult issues, and form a joint force to promote it. (13) Increase efforts in external introduction and outreach. Strengthen exchanges with advanced provinces and cities in cross-border e-commerce such as Zhejiang, Shanghai, and Jiangsu, and learn from the experience and results of pioneering trials in advanced regions. At the same time, we will deepen cooperation in cultivating market entities, developing international markets, and cultivating professional talents. Carry out cross-border e-commerce promotion, investment promotion and trade activities with the help of economic and trade platforms such as the Canton Fair, China International Import Expo and Langfang Economic and Trade Fair. Actively introduce supporting policies for talents in housing, medical treatment, enrollment, etc., and strive to enhance the sense of acquisition and belonging of talents in our city. 7. Other matters
(15) This measure applies to enterprises registered in our city that operate in good faith and abide by the law and effectively fulfill their application commitments. For enterprises that are registered for operation before December 31, 2023 but whose import and export volume in 2023 does not reach US$300,000, starting from 2024, financial support can be provided at a standard of 1% of their annual import and export volume for no more than three years.
(16) The import and export data mentioned in this measure shall be subject to the customs import and export statistics.
(17) The Municipal Foreign Affairs and Commerce Bureau is responsible for the specific interpretation of this measure. The Municipal Foreign Affairs and Commerce Bureau will work with the Municipal Finance Bureau to formulate specific implementation procedures for enterprise declaration, recognition, and reward allocation.
(18) This measure will be implemented on a trial basis for one year from March 1, 2024. "Several Measures to Promote the Healthy Development of Cross-Border E-Commerce" (Qin Zheng Ban Zi [2022] No. 26) was abolished at the same time.
